Krasnoyarsk region aims to “link government, science and business” in new innovation system

Lev Kuznetsov, governor of the Siberian region of Krasnoyarsk, approved an innovation development strategy last week slated to run to 2020. “Reaching agreement between government, science and business on this issue is of utmost importance. The system we are building has to address two existing weaknesses in Russian innovation: insufficient coordination as well as weak project expertise,” the governor said.

The regional strategy, called ‘Innovation Territory-2020,’ is to be carried out in two stages. In the first stage, to be completed by 2013, the strategy calls for the creation of more attractive conditions for business and services in the innovation sector to establish closer collaboration with leading manufacturers of high tech products. During the second stage – from 2014 to 2020 – authorities will be tasked with completing the formation of a regional innovation system and promoting the region’s innovative products on domestic and international markets.

The mechanisms to implement the strategy are yet to be determined, however.
