Russia’s leaders have been paying close attention to artificial intelligence (AI) technologies for several years now. President Vladimir Putin has said on numerous occasions that the leader in the field of AI would become “the master of the world.” Until recently, however, Russia remained virtually the only large country without its own AI development strategy.
Even if AI development truly became Russia’s highest priority, Moscow would have no chance of catching up with Washington and Beijing in this field. Nevertheless Russia could, under favorable conditions, become a serious player and even a local leader in certain areas, write Russian international expert Nikolai Markotkin and journalist Elena Chernenko in an analysis published by Carnegie Moscow Center.
