IT spending by Russian government bodies set to reach $2.8 billion in 2011

A list of Russian governmental bodies ranked by their IT expenditures was published last month by CNews.ru, a resource covering the IT and telecom markets. In 2011, total spending by 71 government bodies tracked by the Ministry of Communications and Mass Media is expected to amount to 83.18 billion rubles, or $2.81 billion.

Of this amount, 61.14 billion rubles ($2.07 billion) is being spent on services, 22.04 billion rubles ($745 million) on equipment. The ten  largest ministries and agencies account for 73.6% of the total spending.

According to the federal Information Society 2011–2020 program, the Ministry of Interior, in particular, is modernizing its citizen identification and archive systems. An information analysis system, named “Safe City,” is also being implemented. The Federal Tax Service is creating an electronic storage and exchange system for legally sensitive documents.

The mandatory medical insurance fund announced last fall a tender to deploy an inter-regional payment system. At the same time, the Federal Pension Fund organized a tender to develop software infrastructure as well of an Internet portal for the insured. The Federal Treasury is implementing a country-wide budgeting system. The Federal Migration Service is consolidating data from its representatives and improving the procedure for invitating foreigners to Russia.

The Federal Service of State Registration, Land Registry and Mapping is developing an electronic public record of surveys and land ownership including data on communal infrastructure. The Federal State Statistics Service is about to fund the development of a socio-economic statistics system as planned in the Information Society program.

According to a recent report by the Ministry of Communications and Mass Media, the overall volume of the ICT sector in Russia totaled 1.9 trillion rubles ($68.6 billion) in 2010. The report highlighted an 8.4% total year-to-year growth of the ICT sector, with 14% growth in the IT field in particular.
