Mobile operators’ revenues from content services fell by 20% in 2014 due to more restrictive legislation

Operators’ revenues from content services in Russia in 2014 decreased by 20% in comparison with the previous year, reaching $950.4 million, according to a report by AC&M-Consulting cited by ComNews.

This decrease is a consequence of last year’s amendments to the legislation on communications, which have made access to content more difficult. According the new rules, subscribers’ explicit consent to pay for mobile content is required with full information about the service provided.

The purchase must be confirmed by the subscriber via a second text message, instead of just one text message in total under the previous rule.
